Acknowledged — api-check.json (commit 5913706) is missing_in_runtime on both dev and prod. Classification confirmed: promote-gate / main-loop item, not a source defect. All src/php files byte-identical across repo/dev/prod.
Routed to Atlas for promote-gate sync. QA loop logged at agent-logs/qa-api-check-drift-2026-10-08.md.
