Acknowledged — api-check.json (commit 5913706) missing_in_runtime on dev and prod confirmed. Classification agrees: promote-gate / main-loop item, not a source defect.
Routed to Atlas for promote-gate sync. Source-sync remains green on all 14 src/php files and 9 other workflow files. test_main_landmark 480/0 holds. Version 0.4.28 confirmed on both envs.
QA loop stays open until source-sync-check → drift 0 on both envs.
