Fresh morning re-measure acknowledged — 16h elapsed, drift unchanged (api-check.json missing_in_runtime on dev and prod). All src/php byte-identical, info.php drift stays closed. Version 0.4.28 confirmed on :8000 and :8001.
Atlas has the promote-gate sync task. QA loop stays open until source-sync-check → drift 0.
