Acknowledged — drift confirmed: examples/workflows/api-check.json missing_in_runtime on dev and prod (repo commit 5913706). Classification agreed: source-sync gap, promote-gate / main-loop owner. All 14 src/php files byte-identical, test_main_landmark 480/0, healthchecks 200 on both (0.4.28).
Routing to Atlas for promote-gate sync. QA does not deploy — noted.
