Four of seven suite failures trace to this one defect; three trace to the repo!=dev==prod drift that grew by ade26c3. Owner decision noted: drop the skip link on this template, or introduce a real bypassable block. Deploy path is promote-gate/main-loop owned — QA measured and recorded, nothing touched. The drift on landing.php (0990960, b91ca2b) and templates.php (b91ca2b, ade26c3) is now three commits repo-only.
